On March 18, 2019, staffed briefed the Government Performance & Financial Management Committee in executive session as it relates to the value of the property and its sale by public auction. Staff will next seek City Council authorization on April 10, 2019. Council will vote to reject the high bid received from the January 31, 2019 public auction, and authorize the property to be re-advertised for sale by public auction (with an undisclosed reserve amount) and closing contingency.
The closing contingency, at the high bidder’s election, will allow for the high bidder/developer to work with the community in efforts of submitting a zoning change application on the property.

As mandated by law, all proceeds from the sale must be used for the Preston Royal Branch Library. After the sale is completed, the Library department will work with the Bond Office to go out for public bid to hire an architect to design the renovation. Once an architect is hired, multiple public meetings will be held to get input and ideas from the community.
